Argentina puts forward alternative payment plan in bond dispute

NEW YORK (Reuters) - Argentina on Friday pitched an alternative payment formula to a U.S. appeals court that would allow it to resolve litigation with creditors holding defaulted bonds for which they are demanding to be paid $1.33 billion.

In a filing with the 2nd U.S. Circuit Court of Appeals in New York, Argentina proposed to pay creditors who didn't participate in two restructurings through a choice of bonds equal to the debt's value at the time of the country's 2002 default, or through discount bonds.

The offer was under the same terms as those offered to creditors during a 2010 debt swap, a deal already rejected by the holdouts, who are seeking full payment immediately.

"The Republic is prepared to fulfill the terms of this proposal promptly upon Order by the Court by submitting a bill to Congress that ensures its timely implementation," Jonathan Blackman, Argentina's U.S. lawyer, wrote.

The filing was the latest development in the long-running litigation spilling out of Argentina's $100 billion sovereign debt default in 2002. Around 92 percent of its bonds were restructured in 2005 and 2010, with bondholders receiving 25 cents to 29 cents on the dollar.

But holdouts led by Elliott Management affiliate NML Capital Ltd and Aurelius Capital Management have fought for years for full payment. Argentina calls these funds "vultures."

In October, the 2nd Circuit upheld a trial judge's ruling by finding Argentina had violated a so-called pari passu clause in its bond documents requiring it to treat creditors equally.

U.S. District Judge Thomas Griesa in Manhattan subsequently ordered Argentina in November to pay the $1.33 billion owed to the bondholders into an escrow account by the time of its next interest payment to holders of the exchanged debt.

The 2nd Circuit heard an appeal of that order on February 27. Two days later, it directed Argentina to provide details of "the precise terms of any alternative payment formula and schedule to which it is prepared to commit."

'PAR' BOND OPTION

In its 22-page submission late Friday, Argentina said that under what it calls the "Par" bond option, the bondholders would receive bonds due in 2038 with the same nominal face value of their current bonds. The Par bonds would pay interest at a rate that rises from 2.5 percent to 5.25 per annum over the life of the bonds, Argentina said.

The plaintiffs would also receive an immediate cash payment of past due interest, Argentina said. And they would receive derivative instruments that provide payments when the country's gross domestic product exceeds 3 percent a year.

The holdouts could receive discount bonds due in 2033 that pay at higher rates than the Par bonds, 8.28 percent annually. They would also increase in principal over time.

The holdouts would also receive past due interest in the form of bonds due in 2017 paying 8.75 percent a year, and GDP-linked derivative units.

The Par option is restricted to small investors wanting to tender up to $50,000 per series of bonds, the filing said, while there is no limit on the discount option.

Blackman, Argentina's lawyer, wrote that the proposal, unlike what he called the "100 cents on the dollar immediately" formula Griesa adopted, "is consistent with the pari passu clause, longstanding principles of equity, and the Republic's capacity to pay."

Argentina argued its proposal meant "substantial" benefit for the holdouts. NML, which it said paid an estimated $48.7 million in 2008 for its stake in the bonds, could net $186.82 million through the discount option.

That compares to the $720 million total it claims in litigation, Argentina said.

A NML spokesman did not immediately respond to an email seeking comment late Friday, while a spokeswoman for Aurelius had no immediate comment.

Earlier this week, the holdouts scored a victory over Argentina when the 2nd Circuit denied a full court review of its October ruling on the equal treatment provision.

The United States had backed Argentina in seeking the review, contending the 2nd Circuit's decision ran "counter to longstanding U.S. efforts to promote orderly restructuring of sovereign debt.

Amazon Instant Video Suffered Long, Unexplained Outage Last Night

amazon-instant-videoAt the end of last year, Netflix suffered a prolonged outage because Amazon’s cloud services, which Netflix uses to host most of its infrastructure, went down. At the time, Amazon’s own video services continued to function without any issues. Last night, it was Amazon’s turn own to suffer from a multi-hour outage. According to a number of tips we received, as well as a number of reports on Twitter and other social networks, Amazon’s Instant Video service and Prime Instant Video went down sometime in the late afternoon yesterday and remained offline for a large part of the evening. So far, Amazon hasn’t publicly acknowledge last night’s outage and its @amazonvideo account has remained silent since the first reports came in. Amazon Web Services, which powers Amazon’s Video Services, continued to work without issues last night. One of our readers provided us with a boilerplate email he received from Amazon last night after he complained about the outage: Hello, We’re sorry for the trouble you had while trying to connect to Amazon Instant Video. If you try again, you should be able to connect without encountering further problems. We look forward to seeing you again soon.     Hi

    I have a very large app built on my desktop. I want to continue working on it on my laptop. I tried out Team Server and uploaded the solution. I then download the solution to my laptop.

    I cannot build it on my laptop. I get 75 errors for Resources is not a member of my

    I also tried just directly copying the full folder from my desktop but its the same.

    I have googled this for weeks and tried every suggestion on the net i can find.

    Does anyone know where i start with this? What info can I give to help?

    Dozens of teachers indicted in cheating scandal

    ATLANTA (Reuters) - A grand jury indicted 35 former Atlanta public school educators, including an award-winning former superintendent, on Friday for allegedly conspiring to cheat on standardized test scores to obtain cash bonuses.

    Former Superintendent Beverly Hall was named National Superintendent of the Year by the American Association of School Administrators in 2009, the same year prosecutors contend widespread cheating took place.

    Hall received a $78,000 bonus that year for improving the school system's test scores, prosecutors said.

    "The money she received, we are alleging, was ill gotten and it was theft," Fulton County District Attorney Paul Howard said at a news conference.

    Besides Hall, those indicted included administrators, principals and teachers. The 65-count indictment said "test answer sheets were altered, fabricated and falsely certified."

    Hall was charged with racketeering, making false statements, theft by taking and false swearing. She and others could face up to 45 years in prison if convicted, Howard said.

    A state investigation of test results in 2009 found cheating in 44 of the 56 Atlanta public schools examined. The cheating was prompted primarily by pressure to meet targets in a data-driven environment, according to a investigation conducted by Georgia Governor Nathan Deal's office.

    The 2009 cheating was said to include teachers erasing incorrect answers on state standardized tests.

    The 2011 state report concluded that there was a "major failure of leadership throughout Atlanta Public Schools with regard to the ethical administration" of the 2009 standardized exams known as the Criterion-Referenced Competency Tests.

    Amid the investigation, Hall stepped down after nearly 12 years as superintendent of the Atlanta Public Schools. Her successor, Erroll Davis, said on Friday the school system now has extensive training and other safeguards to prevent cheating.

    He said 95 percent of the school system's staff was not implicated in the scandal.

    Justina Collins, the mother of an Atlanta public school student, told the news conference her daughter had trouble reading yet scored well on the standardized tests.

    Collins said when she asked the superintendent about the discrepancy, Hall told her, "Your daughter is simply the kind of person who tests well."

    Collins' daughter is now in the ninth grade but reads on a fifth-grade level, Howard told reporters, adding that the real victims of the cheating scandal were the children.

    "Her example points out the plight of many children" in the scandal, said the prosecutor.

    Richard Deane, Hall's attorney, could not be reached for comment.

    If you thought Evernote, the multipurpose note-taking and organization program, couldn't get any more useful, wait until you get a look at all the new bonuses in version 5 of its Android app (free). This latest release overhauls the camera feature used for taking photos and saving them into your cloud-based Evernote account to make it more efficient, and adds shortcuts to frequently accessed notebooks, tags, and search terms via right-to-left swipe gesture. It also adds some really exciting new possibilities for what you can do with the Evernote Android app in conjunction with paper notebooks, the kind you'd use to keep sketches and handwritten notes. Online meets offline?what a twist. Evernote's Android app goes above and beyond what any mobile user could reasonably expect it to do, earning it five out of five stars and PCMag's Editors' Choice.

    For the uninitiated, here's the 30-second explanation of what Evernote is: It's a freemium note-taking program that stores all your notes in the cloud so that you can access and edit them from any nearly place you have an Internet connection. You can type notes, upload images as part of your notes (think whiteboards, recipe cards, phone numbers scribbled on napkins), and record voice memos. Metadata, such as tags and your geographic location when you wrote the note, are stored with it, too, giving you a dozen or more ways to search for your notes later when you need them. The free version gives you a lot?there are no major shortcomings to working with it?but the $45-per-year Premium account is a sweet deal (more on the differences below). You can create Evernote notes in the desktop app for Windows or Mac, through the Evernote Web account, via its mobile app for iPhone or iPad, and of course in the Android app, which is the focus of this review here.

    In many ways, Evernote is similar to Microsoft OneNote (which is part of SkyDrive), although on Android devices, it's more comparable with the newly released Google Keep Android app (free, 3 stars). Evernote is a clear head above Keep, in part because it works so well in all its various forms, whereas Google's Keep online version (free, 2.5 stars) is but a pitifully lightweight program with obvious bugs. Head-to-head against Evernote, OneNote pales in comparison, especially in terms of how and how well it helps you organize, find, and edit your notes. More importantly, Evernote integrates with dozens of other third-party tools, not to mention other useful apps and plug-ins under the Evernote umbrella (for example, Evernote Web clipper is a browser plug-in that quickly saves the contents of a Web page without making you copy and paste anything). The service just can't be beat.

    What's New in Evernote's Android App Version 5.0?
    The noteworthy features in Evernote's latest Android release are many, but my favorite is a new shortcut menu, which appears when you swipe from right to left. Shortcuts bring you to a search result of your choosing in just one swipe and one tap. For example, you can set up shortcuts to particular notebooks or tags. On a small smartphone screen, having these shortcuts makes a lot more sense than scanning through a scrolling list of all the available options.

    Another new feature in version 5 of the Evernote Android app has to do with the camera features. When you snap a photo to upload now, you can shoot multiple photos at once and select the ones that you want to include after their thumbnails are on screen. It's a great time saving feature for when you're taking multiple photos of pages of a document or book.

    The special twist in this release has to do with how Evernote plays nice with other apps, in this case, real paper notebooks (and more specifically, the Moleskine brand). You can now buy special Evernote stickers (included with select Moleskine notebooks, starting around $25) that you apply to real paper and that turn into tags when you upload an image of that paper to Evernote. And you can customize the sticker's meaning. For example, one of the stickers is a blue square with a white airplane. You can customize your Evernote Android app in the settings such that this sticker adds a tag called "travel" and automatically saves any images that use this sticker into a notebook called "Itineraries." It's all highly customizable, and quite frankly, pretty darn cool.

    Another new feature is voice-to-text speech. In other words, you can now dictate notes, and Evernote will save an audio recording of your voice memo, too.

    Back to Basics
    As in all the other versions of Evernote, the Android app gives you access to a lovely set of organizational tools: tags, notebooks, and stacks, which are groups of notebooks. These tools hide behind the left side of the screen, but are laid out spaciously here and within their sub-pages in a way that makes them easy to access even on a small screen.

    Within your own tags and notebooks, you can click on any one to show content that meets your search criteria. An additional text search bar, found through the eyeglass icon, gives you additional ways to get to the notes you need. One very cool feature that? isn't new (I still love it though) is that if you have any uploaded images that contain the keywords from a search?even if they are handwritten on a scrap of paper or whiteboard?Evernote will find them. In the desktop and Web apps, the matched words are highlight in yellow, although they're not called to attention in the Android version. This OCR feature isn't foolproof, but it's an incredible addition that's available in both free and Premium accounts.

    Evernote Premium vs. Free
    Evernote Premium costs $5 per month or $45 per year and adds some noticeable perks to the free Evernote account. Free account holders can only upload 60MB of data per month, whereas paid users max out at 1GB per month, which comes in handy if you upload a lot of images and documents or clip a lot of Web pages. When Premium users enter search terms, Evernote not only scans typed content and images, but also hunts through PDFs.

    Another perk for Premium users is offline notebooks, an amazingly useful option when working on a mobile device. This feature lets you save the most recent copy of selected notes locally on your Android so they're available to read and edit when you don't have an Internet connection.

    Premium users can give other users the ability to edit a note, adding collaboration to the experience. When you decide to share a notebook, you can to make the files viewable only, or both viewable and editable. You can require that they be an Evernote account holder or not. When you're ready to share, one click sends a short email with a link to the files. (For additional details about Evernote Premium accounts, see Evernote's information page).

    Forever Note
    You can do a lot with the free version of Evernote, and I would only recommend upgrading to Premium if you're so committed to Evernote that it will be your one-and-only note-making app. Luckily, committing to Evernote is not a difficult decision, especially if you're an Android user, as this edition of Evernote is one of the more complex and rich ones available. Most of the new features aren't even available yet in other mobile versions of the Evernote app?sorry, iOS users; you'll have to wait. Evernote is easily the best note-taking service you'll find. It integrates with so many other programs and services, including now actual paper. All the thoughtful features and excellent search tools just make Evernote a stellar service. If you want to get organized, Evernote deserves your attention.?

    (AP) ? Barely able to walk even with a cane, Ghulam Rasool says he padlocked his front door, handed over the keys and his three cows to a neighbor and fled his mountain home in the middle of the night to escape relentless airstrikes from U.S. drones targeting militants in this remote corner of Afghanistan.

    Rasool and other Afghan villagers have their own name for Predator drones. They call them benghai, which in the Pashto language means the "buzzing of flies." When they explain the noise, they scrunch their faces and try to make a sound that resembles an army of flies.

    "They are evil things that fly so high you don't see them but all the time you hear them," said Rasool, whose body is stooped and shrunken with age and his voice barely louder than a whisper. "Night and day we hear this sound and then the bombardment starts."

    The U.S. military is increasingly relying on drone strikes inside Afghanistan, where the number of weapons fired from unmanned aerial aircraft soared from 294 in 2011 to 506 last year. With international combat forces set to withdraw by the end of next year, such attacks are now used more for targeted killings and less for supporting ground troops.

    It's unclear whether Predator drone strikes will continue after 2014 in Afghanistan, where the government has complained bitterly about civilian casualties. The strikes sometimes accidentally kill civilians while forcing others to abandon their hometowns in fear, feeding widespread anti-American sentiment.

    The Associated Press ? in a rare on-the-ground look unaccompanied by military or security ? visited two Afghan villages in Nangarhar province near the border with Pakistan to talk to residents who reported that they had been affected by drone strikes.

    In one village, Afghans disputed NATO's contention that five men killed in a particular drone strike were militants. In the other, a school that was leveled in a nighttime airstrike targeting Taliban fighters hiding inside has yet to be rebuilt.

    "These foreigners started the problem," Rasool said of international troops. "They have their own country. They should leave."

    From the U.S. perspective, the overall drone program has been a success.

    While the Pentagon operates the drones in Afghanistan, the CIA for nearly a decade has used drones to target militants, including Afghans, in Pakistan's border regions. CIA drones have killed al-Qaida No. 2 Abu Yahya al-Libi and other leading extremists.

    Still, criticism of the use of drones for targeted killings around the world has been mounting in recent months. The U.N. Special Rapporteur on Counter Terrorism and Human Rights has launched an investigation into their effect on civilians.

    Rasool said his decision to leave his home in Hisarak district came nearly a month ago after a particularly blistering air assault killed five people in the neighboring village of Meya Saheeb.

    The U.S.-led International Security Assistance Force, or ISAF, confirmed an airstrike on Feb. 24 at Meya Saheeb, but as a matter of policy would neither confirm nor deny that drones were used.

    Rasool said that he, his son, half a dozen grandchildren, and two other families crammed into the back of a cart pulled by a tractor. They drove throughout the day until they found a house in Khalis Family Village, named after anti-communist rebel leader Maulvi Yunus Khalis, who had close ties to al-Qaida.

    The village is not far from the Tora Bora mountain range where in 2001 the U.S.-led coalition mounted its largest operation of the war to flush out al-Qaida and Taliban warriors.

    "Nobody ever comes here. It's a little dangerous sometimes because of the Taliban," said Zarullah Khan, a neighbor of Rasool's.

    But the historic significance of his newfound refuge was lost on Rasool.

    "Who's Khalis? We stopped when we found a house for rent," he said, grumbling at the monthly $200 bill shared among the three families packed into the high-walled compound where he spoke with the AP.

    Standing nearby, Rasool's 12-year-old grandson, Ahmed Shah, recalled the attack in Meya Saheeb. The earth shook for what seemed like hours and the next morning his friends told him there were bodies in the nearby village. A little afraid, but more curious, he walked the short distance to Meya Saheed.

    "I wanted to see the dead bodies," he said. And he did ? three bodies, all middle-aged men.

    ISAF reported five militants were killed, but Rasool claimed they were businessmen. One of the dead had a carpet shop in the village, he said.

    Disputes over the identities of those killed have been a hallmark of the 12-year war.

    In Pakistan, an AP investigation last year found that drone strikes were killing fewer civilians than many in that country were led to believe, and that many of the dead were combatants.

    In Afghanistan, the U.N. has reported that five drone strikes in 2012 resulted in civilian casualties, with 16 civilians killed and three wounded. It reported just one incident in which civilians were killed the previous year.

    At the other end of the province from Meya Saheeb and Khalis Family Village lies the village of Budyali. To get there, one must drive along a long, two-lane highway often booby-trapped by militants, before turning turning off onto a narrow, dusty track and finally cross a rock-strewn riverbed.

    A Budyali resident, Hayat Gul, says the sound of "benghai" is commonplace in the village. He says he was wounded nearly two years ago in a Taliban firefight with Afghan security forces at a nearby school that led to an airstrike.

    Tucked in the shadow of a hulking mountain crisscrossed with dozens of footpaths, the school now is in ruins.

    The early morning strike on the school took place on July 17, 2011, hours after the Taliban attacked the district headquarters and the Afghan National Army appealed to their coalition partners for help.

    Gul said he and a second guard, 63-year-old Ghulam Ahad, were asleep in the small cement guard house at one end of the school. They awoke to the sound of gunfire as more than a dozen Taliban militants scaled the school walls around midnight, chased by Afghan soldiers.

    A bullet struck Gul in the shoulder. Frightened and unsure of what to do, Ahad stepped outside the guard house and was killed. Bullet holes still riddle the badly damaged building.

    Village elders and the school's principal, Sayed Habib, said coalition forces responded to the army's request for help with drones, fighter jets and rockets.

    The air assault, which residents say began about 3 a.m. and likely included drone strikes, flattened everything across a vast compound that includes the school. Habib said 13 insurgents were killed.

    ISAF confirmed that airstrikes killed insurgents in the Budyali area on that day but would not say what type of airstrikes or provide any other details.

    Habib and a local malik or elder, Shah Mohammed Khan, said that in the days leading up to the airstrikes the sound of drones could be heard overhead.

    "Everyone knows the sound of the unpiloted planes. Even our children know," Habib said.

    The elders were critical of the U.S. attack. They said they would have preferred that the Afghan soldiers try to negotiate with the Taliban to leave the school and surrender.

    Habib and the village elders recalled the attack while sitting in the middle of the devastated school, where debris was still scattered across a vast yard. They pointed toward a blackboard, pockmarked with gaping holes.

    "Shamefully they destroyed our school, our books, our library," said Malik Gul Nawaz, an elder with a gray beard and a pot belly.

    Habib said that in an attempt to rebuild the school, a contractor constructed a boundary wall before another Taliban attack. He fled with nearly $400,000 in foreign funds.

    The roughly 1,300 students now take classes at a makeshift school made up of tents provided by UNICEF. Gul, who was taken to a U.S. military hospital at Bagram Air Base after the attack and treated for the bullet wound to his left shoulder, is now a watchman at the new school.

    He held a small photograph of his dead colleague, Ahad, in his trembling left hand.

    "We want to end this war," Gul said. "Enough people have been killed now. We have to find unity."

    Consumer confidence falls in March

    WASHINGTON (AP) ? Americans are less confident in the economy than they were last month as massive government spending cuts have stoked economic uncertainty.

    It's just the latest swing in the way Americans feel about the economy. Their views have fluctuated between optimism and angst over the months as they've weighed an advancing stock market and housing recovery against new economic challenges.

    The Conference Board, a New York-based private research group, said Tuesday that its Consumer Confidence Index fell in March to 59.7 from a revised reading of 68 in February and the 68.7 that analysts polled by research firm FactSet expected. Confidence is still far off from the 90 reading that indicates a healthy economy.

    The index is closely watched by economists because it makes a monthly gauge of how Americans are feeling about their jobs, incomes and other bread-and-butter issues. That's important because consumer spending accounts for 70 percent of U.S. economic activity.

    Anxiety about $85 billion in across-the-board government spending cuts that took effect March 1 caused the decline in the index, the group said. The spending reductions, which were triggered after Congress and the White House failed to resolve a budget impasse, have "created uncertainty regarding the economic outlook," Lynn Franco, the Conference Board's director of economic indicators, said in a statement

    Congress and the Obama administration reached a deal on Jan. 1 to prevent income taxes from rising on most Americans. But they allowed a temporary cut in Social Security taxes to expire. For a worker earning $50,000 a year, take-home pay will shrink by about $1,000.

    The Conference Board's survey was conducted from March 1 through March 14. The sharp decline in the March index was caused mainly by a drop in expectations for the economy, though consumers also were more pessimistic regarding current economic conditions, the group said. The number of people anticipating more jobs in the months ahead fell to 12.3 percent from 16.1 percent, while those expecting their incomes to increase slipped to 13.7 percent from 15.8 percent.

    Consumers also are again pessimistic about the short-term outlook for the economy, the group said. The proportion of people expecting business conditions to improve over the next six months fell to 14.4 percent from 18 percent a month earlier, while those expecting conditions to worsen rose to 18.3 percent from 16.6 percent.

    The index comes as Americans are seeing some signs of an improving economy.

    Stock prices have roughly doubled since June 2009. And the job market, while still tough, is rebounding. Employers added 236,000 jobs in February, driving the unemployment rate down to 7.7 percent, its lowest level in more than four years. The gains signaled that companies are confident enough in the economy to intensify hiring even in the face of tax increases and government spending cuts.

    Americans spent more at retailers in February despite the smaller paychecks, according to a Commerce Department report issued on March 13. Much of the increase in retail sales compared with January reflected higher gasoline prices. But even excluding the volatile categories of gas, autos and building supply stores, so-called core retail sales rose strongly.

    The healthier-than-expected numbers prompted some experts to revise their estimates of U.S. economic growth for the January-March quarter. And the Conference Board's measure of the U.S. economy's health over the next six months, reported on Thursday, increased in February from January.

    Parkinsons' drug helps older people to make decisions

    Mar. 24, 2013 ? A drug widely used to treat Parkinson's Disease can help to reverse age-related impairments in decision making in some older people, a study from researchers at the Wellcome Trust Centre for Neuroimaging has shown.

    The study, published today in the journal Nature Neuroscience, also describes changes in the patterns of brain activity of adults in their seventies that help to explain why they are worse at making decisions than younger people.

    Poorer decision-making is a natural part of the aging process that stems from a decline in our brains' ability to learn from our experiences. Part of the decision-making process involves learning to predict the likelihood of getting a reward from the choices that we make.

    An area of the brain called the nucleus accumbens is responsible for interpreting the difference between the reward that we're expecting to get from a decision and the reward that is actually received. These so called 'prediction errors', reported by a brain chemical called dopamine, help us to learn from our actions and modify our behaviour to make better choices the next time.

    Dr Rumana Chowdhury, who led the study at the Wellcome Trust Centre for Neuroimaging at UCL, said: "We know that dopamine decline is part of the normal aging process so we wanted to see whether it had any effect on reward-based decision making. We found that when we treated older people who were particularly bad at making decisions with a drug that increases dopamine in the brain, their ability to learn from rewards improved to a level comparable to somebody in their twenties and enabled them to make better decisions."

    The team used a combination of behavioural testing and brain imaging techniques, to investigate the decision-making process in 32 healthy volunteers aged in their early seventies compared with 22 volunteers in their mid-twenties. Older participants were tested on and off L-DOPA, a drug that increases levels of dopamine in the brain. L-DOPA, more commonly known as Levodopa, is widely used in the clinic to treat Parkinson's.

    The participants were asked to complete a behavioural learning task called the two-arm bandit, which mimics the decisions that gamblers make while playing slot machines. Players were shown two images and had to choose the one that they thought would give them the biggest reward. Their performance before and after drug treatment was assessed by the amount of money they won in the task.

    "The older volunteers who were less able to predict the likelihood of a reward from their decisions, and so performed worst in the task, showed a significant improvement following drug treatment," Dr Chowdhury explains.

    The team then looked at brain activity in the participants as they played the game using functional Magnetic Resonance Imaging (fMRI), and measured connections between areas of the brain that are involved in reward prediction using a technique called Diffusor Tensor Imaging (DTI).

    The findings reveal that the older adults who performed best in the gambling game before drug treatment had greater integrity of their dopamine pathways. Older adults who performed poorly before drug treatment were not able to adequately signal reward expectation in the brain -- this was corrected by L-DOPA and their performance improved on the drug.

    Dr John Williams, Head of Neuroscience and Mental Health at the Wellcome Trust, said: "This careful investigation into the subtle cognitive changes that take place as we age offers important insights into what may happen at both a functional and anatomical level in older people who have problems with making decisions. That the team were able to reverse these changes by manipulating dopamine levels offers the hope of therapeutic approaches that could allow older people to function more effectively in the wider community."
